I demonstrate the harmonograph I built in about 2010.
This demo shows that when you decrease the moment of inertia (pulling mass in to the center) the angular velocity has to increase in order to conserve angular momentum. To slow down, you extend your arms and put more mass further from the center, increasing the moment of inertia.
