Most, if not all policy ideas can easily be identified on the spectrum known in political circles as The Overton Window.
We also know that there is no such thing as new ideas and that the spectrum can shift - what's unthinkable today may be the policy of tomorrow and the other way around.
What we don't know, yet, is how to identify ideas that are likely to progress from Unthinkable towards Acceptable.
We do know that nearly any idea can travel this path - but there is still no method to discriminate between likelihoods, let alone ascertain. Sure, we can use experience to make an educated guess. For instance, it is a pretty safe bet that the policy of adopting the gold standard won't be making out of the "Unacceptable" box anytime soon anywhere. Just like it's a pretty safe bet that policies, restrictions and procedural aspects of abortion will continue to change in multiple places on the planet for many years to come - as it's a complicated moral conundrum that cannot really be solved - but merely managed.
But how about voting rights for businesses? This is the kind of policy you expect to read about in autistic libertarian forums. It's a policy idea that's been hovering between unacceptable and radical for almost 100 years. Yet... now it's almost policy in Delaware. How did that happen? And what can it mean?
