The Gospel was given in the Law and the Prophets. It was taught by the lights in the heavens, the priests in the temple, to the earth, Israel the Old covenant people.
So the fullness of the gospel message preached by the Apostles should not have been strange to Israel.
Even the acceptance of the lost tribes out from among the gentiles was foretold by Law and Prophets, yet Israel demonstrated that God was right about them in the Song he gave Moses. In that song God foretold their End.
Israel had to come to an end when their role as the seed line was fulfilled.
Those who embraced the promised seed were incorporated in to a New Name, into a new body, new fold, of which the door was Christ. It was in the promised seed, in Christ, that all nations, including the remnant of Israel would be blessed.

Now as Hebrews 11 points out, all died without receiving the promise because Christ had not yet come! The true land promise was to be found in Christ.

All Israel who turned from their sins, who in obedience to the Law listened to the prophet that God had raised up from among them, WERE SAVED in the last days of the Old Covenant.

As the Kingdom tree transitioned from Moses to Christ, many of the Jewish branches were being broken off.
But God was giving Israel VISIBLE AND TANGIBLE EVIDENCE of his acceptance of the Gentiles, this was to move them to Jealousy in a Good way, i.e. to desire the blessing the God had so freely offered the Gentiles.
The hardening of Israel sent the Gospel to the Gentiles, as God had foretold, the Gentiles caused the Remnant to be Jealous, as God foretold, and that won the Remnant back to God AS GOD FORETOLD,
It was in this way that ALL ISRAEL would be saved – ONLY IN CHRIST.

Israel had to come to an end when their role as the seed line was fulfilled.
Those who embraced the promised seed were incorporated in to a New Name, into a new body, new fold, of which the door was Christ. It was in the promised seed, in Christ, that all nations, including the remnant of Israel would be blessed.
Paul saw that those of Israel and their future descendants who missed the messiah were doomed to a tragic experience. But even so, the Mercy of God was available to rescue them from the destruction of their choosing, at whatever point their eyes opened and they sought salvation through the Lord Jesus, they would not be turned away.
It was in this way that ALL ISRAEL would be saved – ONLY IN CHRIST.

The faithful Remnant out of Israel had been incorporated into the Kingdom of Christ, the fulfillment of the reign of David as shepherd of regathered Israel.
For there is no distinction between Jew and Greek; for the same Lord is Lord of all, abounding in riches for all who call on Him; for “EVERYONE WHO CALLS ON THE NAME OF THE LORD WILL BE SAVED."
It was in this way that ALL ISRAEL would be saved – IN CHRIST .

Biological Israel was for the most part playing an allegorical role of the true seed. That true seed would come in the Last days of the type, or the role player, and also true Seed would be the beginning of a new kosmos, or new covenant world for the people of God.
Vessels of wrath and vessel of destruction had fallen short of the glory of God. Those who received the call, were those who called on the Lord in response to his mercy on those who called.
Paul showed how God through his prophets had foretold of the regathering of Israel’s two kingdoms into one kingdom under one king in their own land.
In Christ, that regathering was done through the call of the gospel. Those who received God’s testimony concerning his son, received the removal of their sins, and were united in the kingdom of Christ.

Study of Romans 9, 10, 11.
The requirement of the biological descent, only pertained to the line THROUGH WHOM the PROMISED seed - the Christ, would come. Christ was to be of the seed of Abraham, Isaac, Jacob, Judah, David, because God said so in his promises.

But as regarding the righteous elect TO WHOM THE PROMISE CAME, there is no biological descent required, only the faith in God’s promise is needed.
Paul’s understanding of Israel, was that not every descendant of Israel was in the biological line of the promised seed, neither was every descendant righteous like Abraham.
As well, Children of promise according to Paul were those in harmony with God’s promise.
God’s promise that was being fulfilled in the time of Paul, was that which concerned Abraham’s seed, Christ, blessing the whole world.
Those who had faith in God’s testimony concerning His Son, were the Children of the Promise, regardless of biological descent, because that promise of the blessing was not based on biological descent.
The ones through whom the promise came, were of biological descent, but the ones to whom the promise came, were of faith.

Israel was a name for the one that God loved, the one that though he had fought against God and his people, and had fought against the messenger of God and his messengers, But as Jesus said, my sheep hear my voice. When indeed the elect heard the voice of Jesus, speaking through the call of the Gospel, they repented and clung to Christ, the Chief Messenger of the Lord. For the sake of the promise made to Abraham, God showed such mercy and they prevailed with God.
